I introduce how to solve quadratic equations by completing the square. At 12:05 your teacher may be noting that the square root of (x+4)^2 equals the absolute value of x+4. |x+4|=Sqrt(24) then becomes x+4=Sqrt(24) and x+4= -Sqrt(24).
